General Rules
Core rules and expectations for all faction members

City RulesAll factions must follow all city rules listed in the Empire Rulebook at all times.
AlliancesFaction alliances are NOT permitted. There is no teaming up or shooting alongside opposing factions or civilians.
Harassment"Running a faction out of the city" is considered harassment. Any attempt to force another faction to leave the city will be treated as harassing an individual and will result in punishment. This applies to both in-city and out-of-city interactions.
ExploitingReloading skin is NOT allowed — treated as exploiting. B-reloading is NOT allowed — treated as exploiting. Binding emotes to GTA keybinds to gain an advantage is considered exploiting.
Power GamingOnce an interaction has begun, you may NOT access your stash for any reason. Stashing items during an interaction is power gaming. Tackling is NOT allowed — considered power gaming.
RegistrationYou may NOT flag up until Faction Support has assigned roles, an updated roster screenshot is submitted, and roles are officially given in Faction Discord.
8v8 RuleFactions are limited to 8 active participants per side in any scene (shootouts, criminal activities, car chases). Any extra members MUST disengage and leave the area — they cannot assist, act as lookout, or provide callouts.
Fail RPDeliberately flatbacking your own faction members to prevent them from being robbed is strictly prohibited and WILL be considered Fail RP.
RoofsRoofs are NOT allowed under any circumstances — block pushes, street fights, fights vs PD or civilians. The only exception is if specifically listed in an event.
WeedWeed is a civilian drug. You may go there to get weed to sell, but there is NO taxing anyone for weed.
Factions + CivsFactions are NOT permitted to team up with civilians under any circumstances (killing, robbing, any criminal activity). You can farm drugs together, but if civilians start getting pressed by other civs/gangs, your gang must not interfere — and vice versa.
🚫 DO NOT F8 DURING AN ACTIVE SCENE. Your pockets/items WILL be taken if you disconnect during a scene. You will be handled for an F8 offense. Repeated situations may lead to gang-wide consequences.
What counts as an F8: Leaving during a shooting or hostile interaction · Disconnecting to avoid being robbed, captured, or killed · Crashing intentionally to avoid RP outcomes.
If you genuinely crash: Return as quickly as possible and communicate with involved players or staff.

EMSEMS must be allowed to safely perform their duties without interference during active scenes. Once EMS is cleared to enter the scene, all fighting must immediately stop. No continued shootings, punching, or hostile actions while EMS is actively treating or transporting players. If EMS arrives while the scene is still ongoing — inform EMS it is still active and wait until fighting officially ends. NOT allowed: shooting while EMS treats players, using EMS as cover, or attacking EMS personnel.
Greenzone Rules
Safe zones — no hostile scenes allowed

🌿 GREENZONES ARE SAFE ZONES — NO ACTIVE SCENES. Greenzones (GZs) are controlled safe areas. No hostile scenes should be started or escalated inside a Greenzone.
No ViolenceInitiating or having hostile scenes inside greenzones is prohibited. Escalating interactions into shootings, fights, or killings is prohibited. Using a greenzone interaction to immediately start a scene afterward is prohibited.
InteractionIf you approach another gang inside a GZ, the interaction must remain non-violent. Talking trash inside a GZ is fine — do NOT take it further than that.
PurposeGreenzones provide safe areas around the city and prevent unnecessary conflict in public spaces. They keep RP organized and fair for everyone.
Clothing StoresDo NOT try to kill or take hostage any member who is actively in a clothing menu. Do NOT camp outside clothing stores waiting for them to come outside.

POV / Clipping Rules
Recording requirements, requests, and failure consequences

GeneralAll kills must be clipped and kept for 48 hours. Faction Support may NOT discuss possible cheaters, punishments, or irrelevant information with other faction members.
Invalid POVThe following will automatically invalidate your POV: No props, no vegetation, no water in the clip · Missing HUD elements (health bar, stamina bar, or other HUD stats) · Any rule-break by the player requesting or providing POV.
AudioAll audio must be clearly audible — game audio AND microphone audio. If Faction Support determines audio cannot be clearly heard, the POV will be automatically denied.
OversightPOV requests are at the sole discretion of Oversight. If required, you MUST provide it. Players are NOT entitled to receiving another player's POV.
RequestingClip must be a minimum of 60 seconds: 50 seconds leading up to your death + 10 seconds after. Your POV must clearly show your death — POV will NOT be requested if you did not die. You must request POV within 4 hours of your death. Requests submitted after 4 hours are automatically denied.
ProvidingClip must be a minimum of 60 seconds: 50 seconds leading up to your death/kill + 10 seconds after. You have 1 hour from when Faction Support requests your POV to provide it. Failure to submit within 1 hour = punishment at Oversight discretion. Any disrespect, refusal, or arguing with staff regarding a POV request is treated as failure to provide POV.

Petty Ticketing
Requirements for valid reports — no frivolous tickets

RequirementsAll tickets must include a 2–3 minute clip of the full scenario with clear audio from all involved parties and IDs. If the clip doesn't include audio from both sides or IDs, the ticket will be considered invalid and closed without action.
🚫 PETTY TICKETS WILL NOT BE TOLERATED. Submitting tickets without a valid rule violation · Wasting staff time with minor issues · Spiteful or retaliatory reports. Possible punishments: Community Service, Discord timeouts, and more.
Faction Basics
Territory, Empire Games, Warzone, and Clothing rules

🗺️ TERRITORIES ARE CONTROLLED BY ACTIVITY, NOT KILLS. Each action a gang member performs inside a zone increases their control percentage. This is NOT a kill zone — killing another gang will NOT gain territory. You must follow interaction guidelines.
TerritoryWays to build control: Graffiti Tagging (coming soon) · Selling Drugs — completing sales in a zone increases influence, and selling in your territory also increases your drug payout. Control of a zone shifts dynamically based on which gang is most active there.
Empire GamesEvery month there will be one event at the end of the month (rotating format — RP, Hunger Games style, etc.).
WarzoneUnlimited T-count allowed. Grenades and sticky bombs are allowed. Only consumables are to be robbed. Everyone MUST stay in the zone — going out of zone will result in you or your team getting /killed. Everyone will be starting inside a helicopter piloted by staff. Once the helicopter gets into the zone everyone is free to jump out.
ClothingFaction colors/flags must be worn AT ALL TIMES unless working at a whitelisted business or doing a heist. Pretending to wear another faction's colors or flag to confuse others is a strike. All faction-branded clothing must be approved by Faction Oversight before being imported into the city.

⚠️ UPON RECEIVING A PERSONAL STRIKE — DEFLAG IMMEDIATELY. You MUST de-flag immediately and remain deflagged until the strike is resolved. Strikes fall off after 1 month.

Starting a Faction
Whitelist requirements and creation process

NameFaction Name — No fighting over names. Must not break TOS, must be original. No 'cartel', 'mafia', or real-life gang/organization names.
ColorsFaction Colors — No fighting over colors. Must be approved by Faction Oversight.
BlockFaction Block — No fighting over blocks. Must be approved by Faction Oversight.
RosterUp to 25 members (including boss). No more than 1 boss, up to 2 underbosses, 2 captains. Minimum 6 members to form and remain a faction. Custom flag required (temp flag allowed initially, but custom flag must be purchased eventually).
Block Fights
Rules for pushing a faction's home block

📋 MANDATORY RULES WHEN PUSHING A FACTION BLOCK. Minimum 30-second good roleplay interaction before a shootout can occur. Weapons CANNOT be drawn during the interaction period — even if you are on your own block.
T-CountIf pushed on your block, you are allowed unlimited T-Count within a 2-street radius of your home block. Once outside that 2-street radius, T-Count is reduced from unlimited to 8.
On-Foot & Avoiding
Interaction timer, pursuit rules, and avoiding classification

TimerInteraction must last a minimum of 45 seconds, conducted clearly and verbally giving the opposing faction sufficient time to acknowledge and respond.
PursuitIf the opposing faction flees, you may pursue for up to 10 seconds before drawing weapons. After 10 seconds of continued evasion, you are permitted to shoot.
Safe ZonesPlayers are strictly prohibited from fleeing into or initiating within businesses, greenzones, or clothing stores. This is considered powergaming and may result in disciplinary action.
AvoidingRunning in circles or not replying until the interaction timer expires is classified as FAIL RP and will be handled accordingly.
Street Fights
Rules for fights away from your home block
▾
No RetreatIf you have an interaction in the streets, you CANNOT run back to block.
No SetupNO setting up while an interaction is happening. All members must be present during the interaction unless coming from a different area. Baiting your own faction members to intentionally cause a scene just to shoot without interaction is Fail RP.
📌 EXAMPLE: If you get pressed at Legion Square and it turns into a shootout, you CANNOT retreat back to your block. It is now a street fight. If you catch your opps lacking, you must have a 45-second interaction.
VehiclesInteractions cannot start inside a vehicle — you must get out. If a faction orders you out of your vehicle to start an interaction, you must comply. Driving off when someone approaches to start an interaction is Fail RP. If an interaction turns into a vehicle pursuit, the chase must last 30 seconds before you may shoot — and only to disable the vehicle, NOT to kill or injure. Chases cannot be brought back to block. You cannot stash items in a vehicle or anywhere else after an interaction has begun.
Drug Claiming
How to claim and fight for drug spots

How to ClaimShow proof of all ingredients being collected and the drug being crafted, including locations needed for each ingredient. Once claimed, the claim stays open for 24 hours. If another gang claims within that window, it becomes a turf-style war. If no other claim is submitted in 24 hours, the drug is yours.
⚔️ MANDATORY WAR RULES: 8 T-Count · No roofs or interiors · Only consumables may be robbed (guns only if agreed upon) · No vehicles after the war starts — no shooting from cars · The losing gang cannot run the drug or bench for 1 week · All members MUST have clipping software running. POV can be requested at any time — failure to provide may result in war forfeit or a rerun.
Taking to WarHave 3 interactions with the other gang at the drug location (bench or ingredient locations). If they don't show up to defend, provide proof of your gang going to the drug and making it known — either posting on Birdy or calling the opposing gang. You may take hostages at the drug location, but ONLY members already at the location. You cannot transport a hostage there. If the opposing gang still doesn't show even with a hostage, document it with clips.
Drug Taxing
Tax limits, protection, and what you cannot tax

ℹ️ WHAT IS TAXING? Taxing is when a gang controls a drug location and demands a percentage of materials or crafted product from players using that location. Taxing is NOT a free pass to rob everything a player owns.
WeedWeed is a civilian drug: gangs CANNOT tax weed. Taxing/robbery is limited to ONLY the drugs produced or ingredients at that location.
LimitsFaction Members: up to 50% max. Civilians: up to 25% max. If they refuse, you may rob or kill them (no flatbacking — proper interactions required).
ExamplesHard Candy spot → only Hard Candy may be taxed · Cough Syrup spot → only Cough Syrup may be taxed · Lean Bench → Lean ingredients or crafted Lean Cups · Coke Bench → Coke ingredients or crafted Cocaine.
🚫 YOU MAY NOT TAX: Weapons, radios, or phones · Unrelated items or bank/cash (unless a separate valid robbery occurs) · "Double Dip" — taxing and then immediately fully robbing the same person.
Tax ProtectionOnce taxed, a player receives 1-hour Tax Protection at that specific location. They cannot be taxed again by multiple gangs or chain-taxed across locations during this window. Example: Taxed at Lean Bench at 6:00 PM → cannot be taxed for Lean again until 7:00 PM.
ProofEvery tax interaction requires proof: screenshot or clip showing player name/ID, time, location, and items taxed. Failure to provide proof may result in items returned, scene voided, or staff punishment.
✅ A VALID TAX SCENE REQUIRES: Proper initiation and clear demands · Opportunity for the player to comply · High-quality RP interaction — no instantly running up yelling 'tax'.
Tax AbuseThe following are considered abuse: repeatedly taxing the same player, taxing more than the allowed %, taxing unrelated items, fake taxes to bypass robbery rules, holding locations hostage with no RP. Staff reserve the right to void any tax scene deemed unfair, excessive, or low quality.
Faction vs Civilian
When you can and cannot press civilians

Valid ReasonsValid reasons to press a civilian: Wearing faction-affiliated attire (chains, flags, custom clothing) · Provoking or talking smack to faction members · Being caught actively crafting or selling illegal drugs or weapons.
⚠️ RANDOMLY ROBBING OR KILLING CIVILIANS WITHOUT VALID RP = IMMEDIATE FACTION STRIKE.
Civ RestrictionsCivilians may NOT press factions under any circumstances. Civilians are expected to value their lives and avoid provoking faction members.
Faction vs Police
PD response rules, raids, and interaction guidelines

PD ResponsePolice will respond to faction-related shootouts with lights and sirens — and must make themselves known. Factions may NOT order police to leave the scene.
Your OptionsWhen police respond, choose one: Stay and Fight — must include verbal communication · Flee the Scene — escape to avoid arrest · Roleplay the Scene — comply and RP the interaction.
No Leading PDFactions may NOT lead or bring PD back to their block after an interaction or while being actively chased.
RaidsPD will provide a 24-hour warning before a raid begins. Boss stashes and shared faction stashes may be raided. Personal properties may ONLY be raided with a valid warrant. All illegal items found will be seized. You may sell drugs and weapons during this time but may NOT store, move, or hide them. Factions may be given the option to forfeit 50% of illegal possessions to avoid further escalation.
No KOSYou may NOT KOS (kill on sight) police officers — this is RDM. Cop baiting is strictly prohibited: intentionally luring police into an interaction solely to kill them. Police officers may be taken hostage — refer to PD SOPs for full rules.
GetawaysUsing a motorcycle as a getaway vehicle while selling drugs is strictly prohibited. You CANNOT jump or dive into water to hide or evade capture. Crossing water using a boat or proper water vehicle is allowed. Entering water to avoid capture = Fail RP.
