Golden RuleThese rules exist to protect the quality and integrity of roleplay, not to create unnecessary restrictions. Staff may revise, add to, or reinterpret any rule at any time, without prior notice, when doing so serves that goal.
Know the RulesReading and understanding the rules is your responsibility. "I didn't know" is not a valid excuse — by joining the city, you confirm you've read, understood, and agreed to abide by all server rules.
Our StaffStaff are here to help, guide, and ensure rules are followed. If a rule has no specified punishment, staff may issue a fair consequence based on the situation — you may always submit an appeal if you believe a punishment was unfair.
BansStaff reserve the right to ban any player at any time if they are found to be disruptive, harming RP quality, or suspected of having poor intentions toward the server or its members.

General Conduct
Core requirements every player must follow at all times
LanguageEnglish is the primary language of Empire Roleplay. You must be able to speak and understand English while playing on this server.
18+All players must be 18 years of age or older. Failure to meet this requirement results in removal from the server. Exceptions are granted only in extremely rare cases, with approval from the management team.
MicrophoneA working microphone is required for all players while in the city.
Clipping & EvidenceYou must run clipping software (Medal, Nvidia Shadowplay, Steelseries, etc.) at all times. Reports must include the other player's ID — hold "Home" on a 100% keyboard — unless it's clear RDM; if you're getting shot at from across the map and don't have a chance to grab an ID, just make sure you're clipping and send it as soon as it happens, before you die again. Clips must be at least 2 minutes long and include video/audio evidence of the full interaction leading up to the violation. It's your responsibility to keep clips — failure to provide one results in denial of item recovery and in-game reports.
Staff RespectConstructive criticism and feedback are always welcome. Disrespectful, hostile, or toxic behavior toward staff will not be tolerated — if you disagree with a decision, raise it respectfully through a staff complaint ticket rather than personal attacks.

Character Creation
Naming and appearance standards for your character
NamingAll character names must be original and realistic. Names containing slang, offensive language, symbols, numbers, special characters, or otherwise unrealistic content are not permitted. Staff reserve the right to require a name change if a character's name is deemed inappropriate or immersion-breaking.
Appearance & IdentityAll players must fully customize their character after joining — running around with a default appearance is not permitted. Use common sense: names, appearances, and presentation should remain appropriate and believable. Animal outfits, mascot outfits, and costumes designed to make a character appear non-human are not allowed; characters must maintain a realistic human appearance.

Harassment & Respect
Zero tolerance for harassment, doxxing, and discrimination
HarassmentHarassment of any kind is strictly prohibited — sexual harassment, targeted bullying, intimidation, threats, stalking, repeated unwanted contact, or any behavior intended to make another player uncomfortable on an OOC level. Repeated aggressive pressure, personal attacks, or a hostile environment may result in disciplinary action up to a permanent ban.
DoxxingSharing, threatening to share, or seeking out another player's real-life personal information — name, address, phone number, workplace, social media — is strictly prohibited, both in-game and in the Empire Discord. Doxxing is treated as a severe offense and may result in an immediate, permanent ban.
Gender-Based HarassmentHarassment, discrimination, disrespect, or targeted attacks based on gender will not be tolerated, including sexist remarks, unwanted sexual comments, or degrading language. These reports are reviewed by the appropriate oversight team and may result in severe penalties, including permanent removal.

Real Money Trading (RMT)
No buying, selling, or trading in-game value for real money
RMTEmpire Roleplay's economy exists entirely in-game. Buying, selling, or trading in-game currency, items, vehicles, properties, whitelist slots, or services for real-world money or its equivalent (CashApp, PayPal, gift cards, gifted subs, cryptocurrency, etc.) is strictly prohibited — this applies to all transactions between players, regardless of whether both parties consent.
Account SalesSelling or transferring an Empire account, in whole or in part, for real money is treated as RMT.
EnforcementReported RMT will be investigated using available evidence and may result in removal of the involved items or currency and a permanent ban for all parties involved.

Roleplay First & Fail RP
Stay in character and never abandon a scene mid-interaction
RP FirstEmpire Roleplay is an RP-first server. Remain in character at all times. If another player initiates roleplay with you, engage and reciprocate, even if you're focused on grinding. If your character is threatened, robbed, kidnapped, injured, or otherwise victimized, you must roleplay through it — these scenarios are an expected part of GTA roleplay.
Cop & Crime RPIf you're committing a crime and law enforcement attempts to roleplay with you, you must provide meaningful roleplay in return rather than immediately escalating or avoiding the interaction.
Report AfterIf a rule break occurs mid-scene, continue the roleplay and report it after the scenario concludes. The only exceptions are severe violations such as racism, sexual abuse, or harassment.
Fail RPFail RP is breaking immersion or acting in a way no real person would, even when not specifically named elsewhere: avoiding properly-initiated roleplay, treating danger/injury/loss as inconsequential, stalling a scene with fake "lag" or disconnect excuses, or using OOC knowledge to dodge a scene's natural outcome.
Never ViolenceViolence is never an appropriate response to RP avoidance. Shooting, robbing, or otherwise harming a player because they avoided or refused roleplay with you is RDM, not a valid consequence — report it as Fail RP instead.
Staff DiscretionAs with any situation not explicitly covered elsewhere, staff retain discretion to determine whether an action counts as Fail RP and what consequence fits, per the Golden Rule.

Out-of-Character (OOC) Conduct
Keep out-of-character knowledge and behavior out of the roleplay
Stay ICAll players must remain in character at all times while in the city, including within Green Zones. Don't break character to explain rules, threaten reports, or discuss staff actions — finish the roleplay and submit a ticket afterward. OOC information must never influence IC decisions.
OOC PhrasesReferences to Green Zones — like telling someone to "come out of the green grass" — are considered OOC, since Green Zones don't exist in-character. Avoid discussing Discord or server rules, or saying things like "this is just a game," while roleplaying.
GenderReferring to a player as a gender other than what their character appears to be in-game is considered OOC and may result in a ban.
RMT ReminderBuying, selling, or trading in-game currency, items, or services for real-world money is prohibited — see Real Money Trading (RMT) for full details.

Value Your Life (VYL)
React to danger like a real person would, not an action hero
1v1You may defend yourself only if your weapon is already drawn before the threat presents theirs. If someone points a gun at you while your weapon is holstered, you cannot draw it in response.
2v1If you aren't currently held at gunpoint and don't have a weapon out, you may attempt to flee. Once a gun is drawn and pointed at you, you lose the option to pull your own weapon — your only options become compliance or escape, if still realistically possible.
3v1Being outnumbered three-to-one with weapons visible should be treated as a serious, fear-inducing situation. You cannot escape or fight back unless your weapon was already out before the encounter began — three armed opponents against one is not survivable odds.
Equal NumbersIn equal-numbers situations (2v2, 3v3, etc.) you have more freedom to attempt defense or escape, but you still risk dying. Equal numbers don't guarantee safety — just a fairer fight.
Guns vs MeleeGuns beat melee, always. You may never engage someone holding a firearm with a melee weapon (knife, bat, fists, etc.) — a gun is a lethal threat at range and must be respected as such, regardless of what you're holding.

New Life Rule (NLR)
What your character remembers — and forgets — after being downed
Memory WipeIf your character is fully downed by another player, they forget everything that happened in the lead-up to their death — events, enemies, conflicts, and storylines tied to that scene.
What Carries OverForgotten: the scene itself — who was involved, why it happened, and any plans or grudges tied to it. Retained: your job, faction ties, and existing relationships and friendships, since those are part of who your character is, not what happened in that scene.
Body CamBody cam footage exists only to report rule violations — it's an OOC tool, not an in-character memory device. Don't reference having body cam footage mid-scene to recall details. The one exception is courtroom roleplay, where it may be referenced as evidence.
No ReturningOnce you leave to get medical attention, that location and its surrounding area are off-limits for that storyline. Don't go back to confront anyone, retaliate, or pick the scene back up.
While DownedOn your side, bleeding out: roleplay your injuries realistically. Flat-backed: /me actions are for describing injuries only — no comms, no planning, nothing scene-related.
TimingDon't use /911ems until the scene has fully concluded, and don't press E to respawn at the hospital during an active scene — wait until it's over.

Powergaming
No forcing outcomes or abusing mechanics to dodge consequences
Forcing ActionsForcing an action ("/me ties you up," "/me shoots you in the head") without giving the other player a reasonable chance to respond or resist is powergaming.
Mechanic AbuseUsing animations, glitches, vehicle exploits, or other mechanics to escape, no-sell damage, or avoid RP consequences entirely is not allowed.
Unrealistic ActionsPerforming actions your character couldn't realistically do given their injuries, equipment, or the situation — fighting at full strength while "unconscious," carrying unrealistic amounts of items — is powergaming.
Combat LoggingCombat logging or disconnecting to avoid the outcome of an RP scenario is powergaming as well as a combat-log offense.
Fair RPRoleplay must remain fair, realistic, and responsive for all parties — both sides need a chance to react. Metagaming alongside powergaming, using OOC info to justify an in-character forced action, is also prohibited.

Metagaming & Streaming Delay
Using outside information in-character, and stream delay requirements
MetagamingMetagaming is strictly prohibited. Your character may only act on information they personally learned through in-game roleplay.
ExamplesThis includes using Twitch/YouTube clips to locate or act on players, reading Discord messages or tickets and applying that knowledge in roleplay, sharing info between characters that wasn't obtained IC, using another player's POV to gain awareness of a scene you weren't part of, relaying scene information to people not present, and being in a Discord call while in the city.
Streaming DelayPlayers who livestream their gameplay (Twitch, Kick, YouTube, TikTok, etc.) must run their stream on a delay of at least 3 minutes to prevent viewers from using live footage to metagame.
Streamer ResponsibilityStreamers are responsible for ensuring their chat or viewers don't relay a player's live location, identity, or situational information into the city. A confirmed instance of a viewer doing so is treated as metagaming, and the streamer may also face action if they knowingly allow it to continue.

RDM / VDM / Combat Logging
Violence needs a story — no random kills, vehicle hits, or F8 quitting
RDMRandom Deathmatch — engaging in violence against another player without proper roleplay interaction or valid in-character justification — is prohibited. All violence on Empire Roleplay must be driven by a clear storyline, motive, or situation.
RP Avoidance ≠ ExcuseA player avoiding or refusing roleplay with you is not valid justification for violence — shooting, robbing, or otherwise harming them in response is still RDM. Continue the interaction as best you can and report the avoidance as Fail RP instead.
VDMVehicle Deathmatch is strictly prohibited. This includes using a vehicle to intentionally harm, kill, or repeatedly strike another player, even in self-defense — vehicles exist for transportation and immersive roleplay, not as weapons.
Combat LoggingCombat logging ("F8 quitting") is any intentional disconnection from the server to avoid roleplay, staff interaction, or in-game consequences — including F8 quitting during an active scene, force-closing the game, unplugging your router, or shutting down your computer to leave.

Cheating & Exploiting
Zero-tolerance ban policy for cheats, hacks, and exploited bugs
CheatingUsing cheats, hacks, trainers, macros, scripts, or any third-party software that provides an unfair advantage — including aimbots, ESP/wallhacks, speed modifiers, or auto-clickers — is strictly prohibited. This includes injecting, modifying, or interfering with the client or server in any way not explicitly permitted by Empire.
Zero TolerancePossessing cheat software is treated the same as using it, whether or not it was actively running. Cheating is a zero-tolerance offense and will result in an immediate, permanent, non-appealable ban.
ExploitingExploiting bugs, glitches, or unintended game mechanics is strictly prohibited — gaining an unfair advantage, escaping arrests/RP scenarios/combat through unintended means, or duplicating items or currency. Any exploit discovered must be reported immediately rather than used or shared.
SeveritySevere or repeated exploiting violations may result in a permanent ban or character wipe.

Kill or Rob & Body Dumping
Kill or rob a player — never both, and never dump the body
Kill or RobEmpire Roleplay is a kill-or-rob city — never both. If you fully down (kill) a player, you may not rob them. If you rob a player, they must remain conscious throughout.
Robbery LimitsYou must leave the player with at least one means of communication (phone or radio), and you cannot pocket-wipe someone if they're carrying food — don't rob the food.
No Shielding"Flatbacking" friends or allies to shield them from being robbed is strictly prohibited.
Body DumpingBody dumping — moving, hiding, or disposing of another player's body after they've been downed — is not allowed. This includes any attempt to remove a downed player from the scene or delay them from receiving assistance.

Super Civing & Gang/Faction Rules
Whitelisting requirements for organized criminal activity
Super CivingCivilians acting as an organized gang or faction without being whitelisted is Super Civing. This includes regularly engaging in shootouts/robberies as a primary activity, operating in coordinated groups of 4+ that function like a gang, claiming or defending territory, wearing matching "crew" colors or identifiers, stockpiling weapons for planned attacks, and repeatedly targeting the same individuals or groups.
WhitelistingAll gangs and criminal organizations must be approved and whitelisted by staff before operating publicly. Unapproved groups acting as a gang fall under Super Civing.
ScopeMember counts, territory, and conflict scope are set during the whitelisting process and may vary by gang size or tier. Declaring a war or major conflict between gangs requires staff notification beforehand so it can be tracked and mediated fairly.
Collective AccountabilityGangs found violating server rules as a group (mass RDM, VDM, etc.) may face collective consequences, including disbandment.

Drug Rules & Taxing
Manufacturing limits and the rules for taxing a drug location
Drug LocationsDrug manufacturing, growing, and distribution must take place at designated in-game locations and follow the quantity and cooldown limits set by the server's scripts. Stockpiling beyond what's reasonable for your character, solely to bypass economy limits, is considered exploiting.
Selling RulesSelling drugs in a location or manner specifically designed to avoid roleplay or police interaction is not permitted, and pulling NPCs out of vehicles to sell them drugs is not allowed, as this is considered exploiting.
No GlitchingUsing glitches, bugs, or script exploits related to drug manufacturing, selling, or cooldowns is strictly forbidden — report any bugs you find instead of abusing them. Powergaming during drug deals or police interactions is not allowed, and drug-related activity is not permitted in designated safe zones or any area used to deliberately dodge PD response.
What Is Taxing?Taxing is when a faction controls a drug location and demands a percentage of materials or crafted product from players using that location. Taxing is NOT a free pass to rob everything a player owns — these limits apply equally whether you're the gang taxing or the civilian being taxed.
Tax LimitsWeed is a civilian drug — gangs cannot tax weed under any circumstances. Taxing/robbery is limited to only the drugs produced or ingredients present at that specific location: up to 50% maximum for faction members, 25% maximum for civilians. If they refuse, you may rob or kill them — a proper interaction is still required, but flatbacking is not.
Location ExamplesTax limits are location-specific: a Hard Candy spot may only have Hard Candy taxed, a Cough Syrup spot only Cough Syrup, the Lean Bench only Lean ingredients or crafted Lean Cups, and the Coke Bench only Coke ingredients or crafted Cocaine.
Cannot TaxWeapons, radios, phones, unrelated items, and bank/cash can never be taxed (unless a separate, valid robbery occurs). "Double Dip" — taxing and then immediately fully robbing the same person — is not allowed.
Tax ProtectionOnce taxed, a player receives 1-hour Tax Protection at that specific location and cannot be taxed again by multiple gangs or chain-taxed across locations during this window. Example: if you're taxed at the Lean Bench at 6:00 PM, you cannot be taxed for Lean again until 7:00 PM.
Proof & QualityEvery tax interaction requires proof — a screenshot or clip showing the player's name/ID, time, location, and items taxed — plus proper initiation, an opportunity to comply, and high-quality RP (no instantly running up yelling "tax"). Repeated taxing, exceeding the limit, taxing unrelated items, faking a tax, or holding a location hostage with no real RP is Tax Abuse, and staff may void any tax scene deemed unfair, excessive, or low quality.

Targeting & New Player Protection
No repeated harassment of one player, and new player protections
TargetingRepeatedly targeting the same player or group without a valid, in-character RP reason is prohibited. A single robbery, conflict, or kill that arises naturally from RP is fine — the issue is when it becomes a pattern aimed at one person or group with no real story behind it.
ExamplesThis includes constant robberies of the same player within a short time frame, repeated killings especially after they've already lost their gear, targeting disguised as RP, targeting a player actively engaged in RP elsewhere purely to hijack that scene, and following or camping near a player's spawn or home to re-engage them.
Genuine Storylines OKIf there's a genuine ongoing storyline (gang rivalry, debt, revenge arc, etc.) agreed upon by both parties, that's not a violation — staff may ask for context if reported.
New Player ProtectionCharacters created within the last 2 hours of playtime are protected from being killed, robbed, or kidnapped. This protection ends immediately once the new player initiates hostile or illegal roleplay themselves, and doesn't exempt them from following all other server rules. Staff may extend or shorten this window for events or special circumstances.

Cop Baiting, Impersonation & Whitelisted Jobs
No baiting cops for clout, and no faking a whitelisted job
Cop BaitingIntentionally provoking law enforcement purely for a reaction, chase, or content/clips without genuine RP motivation is not allowed — no repeated pointless crimes, trolling or taunting PD on comms, or excessive fleeing purely to drag out a chase for entertainment. Engaging with PD as part of organic RP (a heist, planned escape, legitimate confrontation) is fine.
ImpersonationPlayers may not impersonate any official government or emergency service role (EMS, PD, DOJ) unless properly whitelisted and on-duty. This includes wearing their uniforms/badges or using their vehicles without authorization (even as a joke), claiming to hold the position, using emergency equipment to mislead or manipulate, or conducting stops, arrests, treatment, or legal proceedings while not officially on-duty.
Protected: EMSOn-duty EMS personnel are protected and may not be killed — they exist to save lives, not be targeted as part of RP. This does not apply during a legitimate hostage scenario with quality RP (see Hostage & Heist Rules). Killing an EMS player outside of an approved scenario will result in punishment.
Whitelisted ConductPlayers holding a whitelisted role (PD, EMS, DOJ, mechanic, or other staff-approved jobs) are expected to provide a higher standard of roleplay while on-duty, since these roles directly shape the experience of everyone they interact with.
PerksWhitelisted perks, equipment, and access may only be used for their intended in-character purpose — never for personal gain or to benefit friends, gang affiliates, or yourself outside of legitimate duty.
RemovalAbandoning a scene, ignoring calls, or refusing to engage without a valid in-character reason is not permitted while on-duty. Repeated unprofessional conduct, favoritism, or abuse of a whitelisted position may result in removal from the role, in addition to any standard disciplinary action.

Green Zones
Designated safe areas where all hostile RP is off-limits
PurposeGreen Zones (hospitals, designated safe zones) are areas where violence and crime are prohibited so players have a safe space to start or reset their RP — no robbing, shooting, fighting, hostile interaction, deals, trades, or RP transactions of any kind.
No BaitingNo baiting players into a Green Zone to get them killed or robbed there, or baiting players out of one to attack them the moment they cross the boundary. No trolling, loitering, blocking paths, or using vehicles to block exits/entrances or harass players within these areas.
LocationsDesignated Green Zones include apartments (interiors and immediate surrounding areas), hospitals (including parking areas), the VIP and public gyms, clothing stores, tattoo shops, hair salons, the recycling center, and the arena lobby. Check #greenzones in Discord for the complete, up-to-date list.
Strictly ProhibitedNever permitted inside a Green Zone: robbing or attempting to rob any player, scamming or fraudulent behavior, pickpocketing or stealing of any kind, stealing vehicles (especially PD or EMS), and possessing or using weapons in a threatening manner.

AFK & Safe Zone / RP Avoidance
Going AFK safely, and using safe zones to dodge active scenes
Going AFKIf you need to go AFK, you must fly out (log off) or move to a safe, private location where you are not actively involved in roleplay and cannot reasonably be interacted with by other players.
AFK RiskBeing inside a Green Zone does not guarantee protection while AFK — players who remain idle in public areas, including Green Zones, do so at their own risk. Items, money, vehicles, or property lost while AFK in public locations will not be replaced by staff; losses in a Green Zone are only replaced with sufficient video evidence showing a rule violation occurred.
AFK RemovalBeing AFK in high-traffic, high-population, or active roleplay areas may result in staff relocating, kicking, or otherwise removing you from the server to prevent disruption.
RP AvoidanceGreen Zones, apartments, houses, businesses, and other protected areas may not be used to avoid, escape, delay, or otherwise circumvent active roleplay — running into a Green Zone to avoid an ongoing interaction, entering an interior solely to escape RP, stalling inside to wait out an active scene, or using a protected location as a shield while continuing to participate in or influence the situation from safety.
Still ResponsibleIf you are involved in an active scene, you must roleplay it out. Entering a protected location does not automatically end the interaction or remove you from its consequences. Abusing protected locations to avoid roleplay may result in disciplinary action for Fail RP and Safe Zone Abuse.

Yellow Zones (Businesses)
Consent-based rules for roleplay inside player-owned businesses
ClassificationAll player-owned business locations are classified as Yellow Zones — areas where roleplay is expected to remain consensual and non-hostile. A Yellow Zone covers the interior of the business; if you're unsure of the boundary, ask staff or check the business's designated markers before acting.
Consent RequiredAny interaction initiated inside a business zone (RP scenes, negotiations, sales, confrontations, etc.) requires the clear agreement of everyone involved — an explicit yes, not silence, hesitation, or assumed consent. Staff-organized events or scripted mechanics that override this will be explicitly announced in advance.
Prohibited InsideHostile or violent actions are strictly prohibited inside a Yellow Zone: robbery or theft, kidnapping or forced restraint, shooting or brandishing a weapon threateningly, physical assault, threats of violence to coerce someone into a scene, or forcing anyone into a non-consensual scene. This applies regardless of prior IC history — beef from outside the zone does not carry hostile privileges inside it.
EscalationIf a situation organically escalates toward hostility, all hostile action must stop the moment it would occur inside the zone, and all parties must relocate outside the boundary before any hostile action is permitted. Once clear of the zone, normal hostile RP rules apply — re-entering the zone to escape consequences or reset the situation is not permitted.
Zone MisuseConsidered misuse: baiting/provoking conflict from inside the zone knowing the other party can't retaliate, hiding/escaping mid-scene to dodge death/arrest/robbery, cornering or pressuring a player into an unwanted scene because the zone blocks force, and using the zone as cover or a staging area during a nearby active shootout.
EnforcementViolations should be reported to staff with relevant evidence where possible. Staff will evaluate intent and context — accidental boundary crossings during fast-moving scenes are treated differently than deliberate misuse. Repeated or deliberate abuse may result in warnings, suspension, or further disciplinary action.
Interaction Guidelines & Hot Spots
Timers and standards for robberies, confrontations, and hot spots
⏳ Every hostile interaction — robberies, confrontations, kidnappings — runs on a timer so both sides have a fair, realistic chance to respond.
45 SecStandard interactions: a 45-second timer applies to most hostile interactions — robberies, confrontations, and other scenes that don't take place at a hot spot.
30 SecHot spot interactions (drug locations): a 30-second timer applies, since everyone present already knows the area carries risk. You're allowed to have your weapon already drawn from the start, and the interaction must be played hostile from the very first moment — no friendly bait-and-switch into "hands up." Once a weapon comes out, the scene is locked into the 30-second hostile timer with no walking it back to a peaceful conversation.
JustificationHostile actions — robbing, threatening, attacking, or otherwise targeting another player — must be backed by believable, in-character reasoning. Personal dislike or any other OOC motive is never valid justification. If you can't explain the "why" in character, the interaction shouldn't happen.
Prohibited StartersPhone-based contact (Birdy, texts, calls) may never be used to open a hostile interaction — it must be started in person. Vehicle ramming is also not a valid way to start or escalate a scene, including as a pretext to force a robbery or kidnapping.

Hostage & Heist Rules
Crew size, hostage limits, and timing for robberies and heists
Crew SizeMaximum 6 people on scene for a robbery or heist, not including hostages, plus one additional person outside the immediate scene purely as a spotter or outside shooter. Mixing gangs, criminal organizations, and civilians on a crew is only permitted during heists.
Hostage LimitsYou are limited to a maximum of 3 hostages across all robberies and heists, and you may only make 1 demand per hostage. Hostages cannot be friends or members of your own gang, and once released or rescued, they cannot rejoin the scene for the rest of that heist.
Taking HostagesThere is no minimum interaction time required when taking a civilian or criminal hostage for criminal activities. You may approach with your weapon already drawn and tell them to put their hands up, as long as high-quality roleplay is implemented — genuinely taking them as a hostage by force, not asking them to be one. Hostages must be able to see the weapon when you approach.
No Robbing HostagesYou cannot rob anyone you take hostage — doing so invalidates the scene and is punishable.
Hostile RobberyAll banks and stores are considered a hostile robbery. When robbing these locations, be prepared for and expect a gunfight — especially if you do not have a hostage.
Hostage ConductHostages must value their lives and comply, fearing for their life at all times, and may not assist the crew in any way (no acting as lookouts, opening doors, or giving codes). You may hold a hostage for a maximum of 5 minutes before releasing them, and hostages cannot be used to stall or extend a heist past its cooldown.
PD/EMS HostagesPolice officers and EMS personnel may be taken hostage, but only when there is quality roleplay behind it.
PD Response WindowOnce PD arrives on scene, the crew has 20 minutes to complete the heist. If the heist isn't completed within that window, PD is cleared to breach and resolve the situation as they see fit.
RestrictionsRefrain from starting any heist within 15 minutes of a restart — doing so will be deemed Fail RP. Helicopters, airplanes, and emergency vehicles are not allowed during heists.

Airdrops & Cayo Island
KOS zones, Red Zone conduct, and Cayo Island event rules
City AirdropsAll city airdrops become Kill-on-Sight (KOS) once you enter the designated Red Zone. KOS is only permitted inside the Red Zone — you may not shoot into or out of the zone, and if you are outside the Red Zone you may not engage in gunfire with anyone inside it.
Event EndOnce the airdrop has been looted, the event is over. All shooting must stop immediately after the crate has been secured.
No TeamingDo not run past rival factions inside the Red Zone just to engage another group. Ignoring one faction to fight another is considered teaming or forming a truce and is not permitted — if you enter the Red Zone, you are expected to contest every opposing faction present.
RobbableEverything brought into the Red Zone is robbable, excluding items that are normally protected under city rules.
RespawningIf you choose to hold E and respawn during an active airdrop, you may not return to that same airdrop under any circumstances — doing so is considered re-entering a completed scene.
Combat LoggingCombat logging, intentionally disconnecting, crashing, or otherwise leaving the server to avoid death, robbery, or the outcome of an active engagement is strictly prohibited.
No VehiclesNo vehicles are permitted inside the Red Zone. This includes cars, motorcycles, aircraft, boats, or any other vehicle.
Team LimitsFaction members are limited to a maximum T-count of 4, and civilians may participate with a maximum T-count of 4. These limits apply at all times — including city airdrops, Cayo airdrops, and Cayo drug locations.
Third PartyingThird partying is permitted during city airdrops and on Cayo Island. However, all participants are expected to engage every opposing faction they encounter — selectively assisting or ignoring factions is considered teaming and is not permitted.
Cayo Island KOSCayo Island is the city’s only permanent Kill-on-Sight (KOS) area. Once you step onto the island, no interaction is required before engaging another player.
Bridge RulesThe bridge leading to Cayo Island is considered a Green Zone. No hostile actions may occur on the bridge, bridge camping is strictly prohibited, and you may not use the Green Zone to avoid an active situation or escape another player.
Full Rob ZoneCayo Island is a Full Rob Zone — everything brought onto the island is robbable unless specifically listed as protected. Non-robbable items: phones or radios (pocket wiping), CIV ID-locked items, cosmetic or non-transferable items (including halos, crowns, lightsabers, shoulder pets, and tuner chips), and any other item designated by staff as non-robbable.
EMS & PDEMS will not respond to calls on Cayo Island — players must either hold E to respawn or be transported back to the hospital by another player. PD will not respond to calls on Cayo Island.
Cayo Airdrops & DrugsUnlike city airdrops, airdrops on Cayo Island remain KOS even after the crate has been secured — combat does not end once the loot has been claimed. Additionally, all drug locations on Cayo Island are permanently KOS, with no interaction required before engaging another player.
EnforcementFailure to follow these rules may result in disciplinary action under the City Guidelines, including Individual Strikes, Gang Strikes, or additional punishments depending on the severity and frequency of the violation.

Vehicles, Props & Tsunami Rule
Realistic driving, parking, prop placement, and restart timing
ParkingVehicles should be driven and parked in a realistic manner consistent with immersive roleplay. Do not park or position vehicles to deliberately block roads, business entrances, spawn points, or other players with no RP purpose. Mass-spawning vehicles, or spawning one on top of another player to block or trap them, is not permitted.
Reckless DrivingReckless driving with no RP justification — weaving through traffic, ignoring collisions, or driving on sidewalks purely for stunts — should remain rare and in-character. Test-driving a dealership vehicle and using it to commit crimes or flee without paying is treated as theft.
Prop AbusePlacing props, barriers, or builds to intentionally block roads, trap players, or grief gameplay outside of legitimate, approved business builds is not permitted. Do not block emergency vehicle access (hospitals, PD, fire), and approved business builds must stay within the boundaries of your owned property.
Tsunami Rule"Tsunami" refers to a scheduled server restart. Players may not start or escalate new scenes — robberies/heists, kidnappings, shootings, police chases, or any new criminal or civilian scenario — within 15 minutes of a scheduled restart, or once the in-game 15-minute warning appears.
Active ScenesA scene already underway before the 15-minute warning may continue only if it can be concluded naturally before the restart. Staff may step in if a scene is being deliberately drawn out to dodge consequences, and starting a new scenario during the warning window may be treated as Fail RP.

Accounts & Platform Policy
Account, inactivity, and advertising policy across the server
InactivityCharacters and owned property (including business and house MLOs) are subject to removal after 1 month of inactivity, or for business strikes. Empire holds no responsibility for losses unless a valid leave-of-absence (LOA) was submitted and approved beforehand.
Platform TOSEmpire abides by the Terms of Service of Twitch, Kick, and FiveM. Violations involving hateful conduct, hate speech, racism, homophobia, or similar behavior result in an automatic, non-appealable ban.
Ban EvasionAttempting to bypass a suspension or ban using an alternate account, another person's account, or any other method is strictly prohibited. Any alternate account used to evade a ban will be banned alongside the original. Ban evasion resets prior appeal eligibility and is grounds for a permanent ban on all associated accounts.
Multi-AccountingLogging into a second account to interact with, trade with, fund, or otherwise benefit your own main character — including self-robbing, self-heisting, or padding your own inventory or currency — is not permitted. Each player may only have one actively played character set on the server unless explicitly approved by staff.
AdvertisingAdvertising other servers, communities, or unrelated services — in-game, in the Empire Discord, or through in-character means — is not permitted without prior staff approval. Streamers and content creators may credit Empire Roleplay and share their own content, but may not use the platform to recruit players for other communities.

Discord, Graphics & Scamming
Community conduct, visual settings, and scamming limits
Discord ConductThe Empire Discord is an extension of the community and is held to the same respect standards as in-game. NSFW content, excessive spam, and disruptive behavior are not permitted in any channel. Discord moderation actions follow the same appeal process as in-game punishments.
Graphics & Sound PacksAny graphics pack, sound pack, or reshade that provides a gameplay advantage or breaks realism — including stretched FOV or settings that remove props/vegetation — is not allowed. Day/night and weather cycles must remain enabled at all times; your surroundings should never appear as bright as daytime while it's actually night in-game.
ScammingScamming is allowed; however, scamming of donation items (spray cans, flame tunes, tuner chips, cars) is not allowed. All scam roleplay is still subject to the standard interaction timer. The scamming limit on all items is $600,000.
Tebex Melee WeaponsRobbing, scamming, or otherwise taking another player's Tebex melee weapons or items is strictly prohibited, as these are real-money purchases. If your Tebex melee item is taken, you must submit a report within 2 hours of the incident.

Reporting & Tickets
How to file a ticket and what proof staff require
Roleplay FirstIf you witness or experience another player breaking the rules, roleplay your way out of the situation in character first, then report it OOC afterward. Never tell a player you're reporting them, that "that's a clip," or that you're "sending this up" — this includes avoiding in-character code terms like "flight" or "Bahama," and never referring to players who report as snitches, rats, or police in-character. Reporting is purely an OOC process and should never be referenced, hinted at, or joked about in-game.
Ticket RequirementsTo report a rule violation, open a ticket in the official Empire Discord with a continuous clip of at least 2 minutes showing full context, audio, and player IDs — several shorter clips added together will not count, even if they total 2 minutes. Submit within 2 hours of the incident; screenshots are only accepted in rare cases.
In-City IssuesFor being stuck, encountering a bug, or a wizard/exploit situation, use the in-game /report command instead of a Discord ticket.
Staff RespectStaff must be treated with respect at all times. Harassing or disrespecting staff over a ticket decision is not tolerated — if you disagree with a ruling, file a staff complaint instead.
AppealsFor all bans you may open a ban appeal ticket in the Empire Discord. Appeals are reviewed by a staff member you can request a staff memeber who was not involved in the original decision.
